Internet Universality

A document, proposed by UNESCO’s Secretariat, introduces “Internet Universality”, a draft concept that summarizes UNESCO’s positions on the Internet and which also serves as the framework for a current comprehensive study by UNESCO concerning key Internet-related issues. The notion of “Internet Universality” can holistically highlight the continued conditions for progress towards Knowledge Societies and the elaboration of the Post-2015 Sustainable Development Agenda. The word “Universality” points to four fundamental principles that have been embodied in the broad norms of evolution of the universal dimensions of the Internet. These principles are: (i) that the Internet is human rights-based (ii) open, (iii) accessible to all, and (iv) nurtured by Multi-stakeholder participation. Click here

Internet study

Following Resolution 52 of UNESCO’s 37th General Conference, a comprehensive Internet Study has been finalized within the mandate of UNESCO, examining the areas of 1) Access to knowledge and information, 2) Freedom of Expression, 3) Privacy, and 4) Ethics of the Information Society. Click here

Freedom of connection, freedom of expression: the changing legal and regulatory ecology shaping the Internet

A report published by UNESCO on providing a new perspective on the social and political dynamics behind the threats to expression. It develops a conceptual framework on the ‘ecology of freedom of expression’ for discussing the broad context of policy and practice that should be taken into consideration in discussions of this issue. Countering Online Hate Speech

UNESCO has published a report on the dynamics characterizing hate speech online and some of the measures that have been adopted to counteract and mitigate it, highlighting good practices that have emerged at the local and global level. This report also places particular emphasis on social and non-regulatory mechanisms that can help to counter the production, dissemination and impact of hateful messages online. Click here
